Can anyone explain to me why I keep seeing people with dual weapons that have ilvl 880+ on their mainhand and 750 on their offhand? When I put a relic in it levels both of my weapons so I must be confused about something lol

What quest gives me another artifact weapon
Why do i only have 2 skills on my dh artifact weapon (second weapon i got) and i got all the skills (like 15) on my tank spec) i've had all the skills visable right away on my tank spec but i only see 2 on my dps spec i tryed to search this up and i could not find it at all and this is really annoying me... anyone could help me out?
