I really like your idea of setting a bug trap at fish farm.
I want to share some research I did today about this idea. :)

This is used for fishing actually the idea is same to attract fishes by feeding them with bugs. Actually I like the killing part of bugs in it. They attached a fan type thing which kills bugs near to light. You can watch the video for demo.

My idea is instead of just fixing a light there should be an insect killer too which can kill more insects then the normal light. In pakistan this insect killer (link given below) is easily available.

which cost around 2500-3000 PKR.
If you remove the tray which can be easily removed and fix it above the water every insect killed by the "Sogo insect killer" will fall into the water.
I experienced it myself with in a week in rainy season this tray is full of insects (I placed it in indoor) easily.

As far as color which attracts the insects most is concerned. Insects are attractive more to UV (ultra voilet,), BLUE and GREEN light.

Insects generally see 3 colors of light, Ultraviolent (UV), blue and green. Bright white or bluish lights (mercury vapor, white incandescent and white florescent) are the most attractive to insects. Yellowish, pinkish, or orange (sodium vapor, halogen, dichrom yellow) are the least attractive to most insects. When white incandescent bulbs were all that was available, the advice was to change them to yellow incandescent bug bulbs. Yellow and “warm white” bulbs tend to be more like sunlight and are less attractive to insects than “cool white” bulbs that have a more bluish tone. Red bulbs are even less attractive to insects than yellow, but red provides little visible light to humans and it carries an “undesirable” social stigma from decades ago -
Brother the insects are only visible around lights when it is monsoon. :) So, practically it is not possible for the whole year. :)
