Once the straw gets wet, it becomes heavy. Actually 3 layers of newpapper with straw or other materials on top is excellent. Newpaper or cardboard will retain moisture and create a haven for worms. Worms eat the broken down newspaper and leave behind the best fertilizer on the planet. However I would not use paper on top of tubers that have to be dug up later. Our expert here is showing exactly what has been practiced for genenrations.

One strong wind and the loose straw is all blown away and gone, in my opinion that half broken down sraw would be best dug into the garden just before planting potatoes, The ideal wheat straw or pea mulch to obtain is that which is bailed, it peels off in intact layers of two to four inch thickness and cant be blown away or picked up by birds.
