Turnips are cool weather vegetables and should be picked before the temperatures get into the high 80's regularly. Plant them about 2 weeks before frost ends in your area. Give them a loose soil, low nitrogen and space them about 4-6 inches apart and you will get... good size turnips. They take anywhere from 45-90 days to mature.
