In house block you have 26 houses, that's 104 families, meaning usually around 150-160 people. Do you really need 2 clinics for them? The whole infrastructure is for about 150 people (1 church, 1 grocery, cabaret + restaurant) Maybe replace one clinic with a garage or something entertaining?

Interesting, definitely gonna try these blocks. Thanks! Minus is that you cannot upgrade your tenement block into new era, you wouldn't have enough space inside the block for the new infrastructure.
PS: I love how the church in tenement block placed right between the restaurant and the cabaret :) -
Do the housing blocks here not have a high school? I can't see it. I found you can include it by shifting the newspaper to the left of the restaurant and then the high school can fit to the left of the bottom three church tiles with room for four gardens between the newspaper and school
