This is a great spot for level 15-20 Players. Once you are at level 20, you can follow this path north & do the same thing to the Cyclops who is a level 30 enemy. Version 1.03

I havn't tried it with patch 1.04 but I do remember having a hard time getting this to work with 1.03. What I did was head north along this path, killed the Cyclops, meditated 1 hour & when the Cyclops respawns, don't fight, head back to the original spot where the Harpy's are. If they are not flying around, try another meditation where they should be. If that doesn't work, yes they have patched it.
I'm guessing this got patched because they aren't respawning for me.
