This is trying to cover far too much in a short space of time. Where as everyone has their own methods, lawn care basics remain the same. Why you would look to over-seed after top dressing I have no idea. Top dressing provides seed to soil contact for a start.

Please don't try to over-seed into a thatchy surface. You will literally be throwing money away. Autumn is a better time to be over-seeding as soil temps are higher.
