I live in the North East (upstate NY) and will place my bulbs in the dark closet in the basement. After the bulb food, do I add water once the tulips are in the pot?

I live in Wisconsin and winter is below 5 to 10 sometimes, and I have two planters outside by the door, I would like to plant tulips in the planter this fall. My question is if I just leave them outside the door throughout the whole winter which will last about 4 months. Will the tulips still bloom in spring time? Or I should bring the planters in the house and take it outside in sprint time?

Question Allen. What is the aftercare for this pot? Are bulbs replaced every year and will old ones survive if moved to the ground? I live in zone 6 and am happy to know this idea will succeed here. Is mid-December too late for planting this assortment? I am inspired! ;-)
