Very strange paper cover method. I usually follow this method http://www.wikihow.com/Grow-Petunias
First I filter the sand with a mesh and then I germinate petunia seeds by wrapping it with a polythene cover over a tray with fine sand and then placing it 4 inch under tube light for 10 hours each day for 7 days and then we can see 50% germination result. Even after germination, survival result will be 6 plants successfully grown out of 50 seeds. The seedlings should be kept in partial sunshine once they have at least 4 leaves. Here is my result http://www.hardytropicals.co.uk/forum/viewtopic.php?f=1&t=25250 -
