What state do you live in because where I live it does not get cold at all

Cuttings take months to grow roots and cuttings like warmth, so rooting in Winter might be a problem. You can use a humidity dome and lights and a mat heater but it's easier to keep cuttings alive outdoors.

Yes, full hot sun. Lots of water. I mix rooting powder & water and set cuttings in there for 10 minutes or so. Jacaranda cuttings seem to take about 3 months to develop roots. After 3 or 4 weeks they can usually take full sun, even though they have no roots yet.
