Not sure if they've changed their policies at all wal-warts, but the local wal-marts in SE Ga/NE Fl, have actually stopped the 'Price Match' deal. Never been a fan of Greedy wallyworld anyways, but hubby loved getting his underway collection of DVD's, price matched. There we 500 already scheduled to stop mid year, but August. 1, 16, they added another 300 stores. From what I've been told from friends all over the states, a lot of those 300 were close to military bases.
Lowe's has the plant 1yr guarantee also. The only thing I did not know, until trying to return some herbs plants that didn't make it, they will ONLY replace/refund for plants that actually have the Lowe's logo. And, after losing well over $30 in hérbs, within 3 mths time, I took them all back w/receipt, and was told, since they were Burpee brand, they were not covered under their guarantee. -

Where I'm from there's still an old time seed store in town, they have the wall of drawers behind the counter they fill the packets right there. You can buy enough lettuce seeds to plant a field there for 50 cents. Starts I start inside under a couple cheap fluorescent shop light fixtures with 6500k bulbs (best for vegetative growth) and a small fan blowing on them to promote sturdy/strong growth. When it starts warming up I start taking them outside. I built a 4x8 raised bed with a pvc hoop house this year, after I got them going inside I started leaving them out in the mini greenhouse as it got a little warmer. My starts look great, just as good of quality or better than the commercial starts.

Thanks to watching your videos I have finally started to grow some food this year! Right now I just have some pepper and tomato plants, along with a few herbs and some fruit trees growing in pots on my porch, but it's a start and I'm excited!! :)
