How soon can you mow afterwards?

I think this video was the easiest to understand how easy-to-do project this can be. 2 questions:
a. Can I start this project before fall? So, I can't spend water for $$ issue.
b. Before I start the project; should I mow the lawn?
Please advise. -

How do you stop birds eating the seed?

How can I fix spots on my grass created by a car going over it when it rained. It is all muddy and wet. I have to fix it in a week. How can I succees?

1) You can lay bird netting over the seeded area, they don't like walking on them or 2) you can scare them by hanging some blank CD's on a stick, when the wind blows the sound scares them.
