The little "white balls" are fertilizer. They are time released (actually, temperature activated released). It is best to use a low nitrogen fertilizer or a balanced fertilizer. WalMart sells two Miracle Grow types that look the same--but they are not the same. Use the one with the dahlia flower on the front--it has lower nitrogen.

Thanks for another interesting video. I would like to know more about the fertilazer. I am reading conflicting info on food for Dahlias. Some sites say low nitrogen, others high. Also how are you storing your tubers over the winter? Thanks for taking the time for such great videos.
