Watering in the early morning is definitely the best time. To your viewers tomatoes and roses don't do well with water on the leaves. Roses will develop black spot and tomatoes blight if there leaves got too wet and stay wet through out the evening. A good rule of thumb is NEVER water the leaves.

You know what they say, Christopher, practice makes perfect. I had exactly the same issue with my personal gardening methodology, however, with the time you spent on these babies, you'll get the knack of it, eventually you'll be able to tell just as how much water your veggies need just by taking a short glance at them, mate. ;) Keep up the good (and hard) work! ;)

Im with gracekennyblogg, never spray the leaves when the sun is beating down on them. You all know what a magnifying glass does when held under the hot sun, well the water droplets on the leaves are like tons of tiny magnifying glasses doing the same thing. Only water the roots. Try a soaker hose lined from the base of one plant to the next and put a garden hose timer on it set for early morning. Easy cheap effective!

Mist my garden in the mid day heat, I would get my shot gun out and shoot you if you ever ever touched my plants with mist mid day, They WILL burn. I am realizing I want to filter all expert village videos and put them in my delete file!

All that water mist will just evaporate. Instead try a thick layer of mulch to retain moisture, with a drip line above. I find these methods in the video to be inefficient.
