You now will have tree flare issues.

Looks like they planted it a little deeper than the level of the soil around it.

I'm new at this, but I study a lot. The dikes do keep the water in place but I'm concerned about their effects after time passes. In one year the roots could be growing in the dike, so when you remove the dike you may disturb and damage the roots. On the other hand, I've seen the crown roots on trees become buried over the years with mulch placed too close to the trunk. Seems like the dike, if not removed, would contribute to burying the crown roots and suffocating the tree. Maybe remove the dike in 3 months. What do you think?

Great advice.

Question my homeowners association states that I need to plant a tree 12 inches above grade. What in the world does this mean?

In Siberia good Siberian cedars

There should be 2 or more structural roots below the surface of the dirt that's in the pot. You didn't mention clearing away the top soil to find them. For all any of us know, this tree was planted too deep before you even put it in the ground.

I ruined a red oak tree I planted years ago by using mulch. Mulch attracts termites, ants, spiders and other bugs. They killed my red oak after about 8 years of keeping mulch around it and replacing it when it decomposed. I'd never use mulch around a freshly planted tree again. I just planted a silver maple a few hours ago. No mulch this time....only dirt and after the grass grows back....grass.
We'll see how it goes this time around. I hope for the better as both my red oak that died and now this silver maple have special sentimental meaning. I felt very bad when the red oak died. I planted it the day my oldest nephew was born. I still have the pic of when my twin Sister brought him home from the hospital and me holding him for the picture behind it. He's going to be 11 next month in June. Let's try this again Bub!
Sorry I made a mistake the first time.

What about planting a tree in the desert? How much potting soil is necessary? Is it best to use rocks to make a dyke?

How about digging the hole about 6 to 10 inches deeper and adding potting soil or tree starting soil. Place the tree and add the same potting soil around it. For the first 3 to 6 months place three or four stakes around the tree about 2 to 4 feet long, depending on the size of the tree and 2 to 4 inches away from the trunk. Tie it off around the stakes with cloth in several spots or even wrap the whole support, not touching the trunk. The tree will be trained to grow nice and straight and also stay in place if you have a strong wind. After the tree is well established, you can remove the stakes. Some tree starter soil has slow release fertilizer mixed in it. I like that kind the best. (Miracle-Grow Tree Soil). Do it right. The tree my be there for 50 years or more. The tree will also grow faster at the start if you do it this way. This is not hard. I did a Japanese Maple this way. I started with a 2 1/2 ft. Tree and now, 3 years later, it is about 9 feet tall. I will be planting a new tree (Amber Jubilee) tomorrow. I am planting it on top of the grave of my beloved dog, Jake. It will be a memorial to him. (He is buried very deep, so no. He will not be fertilizer for the tree. Good luck. Almost forgot. Don't over water the tree. If you over water the tree the roots have no reason to grow deep into the soil to find water. So just keep it damp. Just watch the leaves and make sure they are turdig. Sorry, I didn't mean to write a book. I hope this information is useful.
