The no fertilizer strategy only works if the soil itself contains enough fertilizer that is released slowly. If growth stops, a little fertilizer is often the solution. Or water.
Most of these herbs can easily be grown from seeds. But there is a bit more work with that. And you can end up with a lot more plants than you need. Rosemary tends to be difficult to grow from seeds because it needs a cold period. -
