Just as the saying goes, too many snails means there is a duck deficiency therefore too many carrot root flies must mean there is a predator deficiency. A quick google search indicates that ground beetles and centipedes are predators of this fly so the next step is to work out how to invite them in. Also, onions planted as carrot companions can apparently ward of the root fly. I'd plant randomly too, not in rows. Planting in rows is like a neon light to pests. Much more fun to forage.
