why would anyone plant this in their garden? To poison neighbors?

I just planted 10 of these in my front garden. It is partially shaded. I buried the little tips about 1 inch under ground. How long before they sprout?

Thank you for the informative video about one of my favorite flowers. Now I know why they never worked for me in the past. I had no idea what to expect. Now that I know I need to keep them moist all year around in order to get anything, that will help me plan better. And I really was confused about what was the bulb, what was up and down. Thanks.
