Question If I have 3-4 tall stems and I would like to cut them down to create a "fuller" plant how much of the stem can I safely cut? Thanks

You won't kill the plant. Hold off on pruning the rose until mid-Feb (unless it is really tall). You will look on the stem for a ridge. That ridge is where the new cane will form (it is also where the leaves are). Look for a part of the ridge that is facing outward. You will want to prune just above that ridge. You will have to use a lopper or a pruning saw. Larger stems need a larger cutting tool. Good Luck.
