I made a mistake of taking too long to plant my rhizomes. It's November in Virginia and the temperature is in the 60's. Will they be okay?

I made the mistake of covering my irises with soil and now they are coming up, but are only 3 inches tall. There are a couple with flower buds at ground level! I live in southern Calif. where we get no snow. When is the best time to plant irises here? Is there anything I can do to salvage the irises I planted? Thanks!
