It takes experience to be able to see when garlic should be harvested. The first thing to know is: don't wait until the plant dries up. Pull the bulb up when the tops are still green. Each layer of green skin will protect the bulb from rot.
Then it requires quick and thorough drying. Get them on trays or racks or hung up so that they dry quick. Hard neck garlic with their large-easy-to-peel cloves only last a few months in storage. This may be why you lost 90% of your crop, too late harvest and the wrong variety. The garlic with lots of tiny cloves on the inside stores much longer, but peeling those tiny little cloves is %$#&* not worth the effort.
So I have found that planting the big clove hardneck garlic and then drying or pickling is the best option. The big cloves last just enough time to get them back in the ground for the next growing season. And the big cloves make big garlic bulbs the next year. -

My grandmother used to harvest and dry her garlic bulbs in old nylon stockings that she hung up in her utility room just off from the kitchen. It was a site to see.
